CMS’s Proposed Payment Rule for ASCs

On Monday, July 9, 2012 the Centers for Medicare and Medicaid Services (CMS) released the 2013 proposed payment rule for ASCs.


The Ambulatory Surgery Centers Association’s initial observations of the proposal are not positive. ASCA believes that there has been “continued inequitable treatment of [ambulatory surgery centers]” especially when the same rates are not held for hospital outpatient departments (HOPD)


Below are the differences in reimbursement rates between ASCs and HOPDs:





Inflation update factor 2.2% 3.0%
Affordable Care Act mandated productivity reduction 0.9% points 0.8% points
Additional reduction mandated by the Affordable Care Act N/A 0.1% points
Effective update 1.3% 2.1%
Conversion factor $43.190 $71.537
